You are possibly missing development libraries for ncurses/gtk2/pam in your system, for example, in Centos relevant packages are pam-devel, gtk2-devel and ncurses-devel.

Is it only useful on certain types of clusters like BlueGene or Cray? (If so this should be reflected in the documentation.) Additionally it seems that the PAM module is not build by the Makefile. Is this intended behavior? I can understand that you refrain from installing the PAM module because the installation destination might not be the same on all systems but I'd expect the module to be built when I explicitly configure Slurm to use PAM.
