for ptmp base station your NEVER allowed to go over 36dB. The 3 to 1 rule is only for point to point or client to base communication where 1dB drop in radio power can be substituted with 3dB gain on antenna so you can do 48dB (24dB radio and 24dB antenna which is -6dB on radio and +18dB on antenna from the base 30dB and 6dB)
