If the omni and panel have the same gain then yes.

But there is also important things to keep in mind. A sector is rater
say 12dB and to give you say 90 degree coverage that means at the
outer points you have 12dB-3dB gain.
On a 90 degree antenna the outer limits is 45 degree from the main
beam that have the 12dB gain. 45* and outside you still have gain but
might be down to 6dB at say 55* and out at 90* from main you might be
at -2dB.

A 8dB omni will give you 8dB all around in a 360 degree area.
So a customer right infront off a 12dB panel will see 12dB compared to
8dB on the 8dB omni. However the client 45* of the main beam on that
sector the client will only see 9dB while the client with the omni
will still see 8dB.
