Thats not strictly true, at least not in the UK. Such a 'bill' is, to my knowledge, still undergoing a consultation period. The difficulties in storing all this information, especially for large scale ISP's makes these proposals rather hard to implement. I believe at one point, someone in our government proposed that ISP's log all information for 10 years - shows the differences in the sort of people who pass & propose the laws, to those who are forced to abide by them :\
