no, he ment 1/2. A 3dB insertion loss of the splitter cuts the wattage in half. If you had some magic 100 port splitter with 0 dB insertion loss and put 100 13 dB panel antennas on it it would work the same as a simgle 13 dB omni. Yes, definitely it will improve the send and receive quality by adding 3 aPPO individually.
