I don't think that BOTH means 'with or without wep' instead I think it
refers to the two forms of WEP key management, IE. Shared or Open.

Yes.  If the AP Authentication scheme is set to open on the Client Auth
tab of SimpleMonitor, then any CPE will be able to associate.  On the
advanced tab of SimpleMonitor, I would still set the Auth Type to both.
That way CPEs with WEP keys set could associate but the traffic would
not be encrypted.

This would be the preferred setting for a hotspot.  Let the MikroTik or
whatever handle the authentication on the back side.

whether or not the CPE MAC is in the Client Auth table.

Are you saying that if the former is "Open" and the CPE MAC is NOT in
the 
Client Auth table, that the CPE will be able to associate and route?
