MTU settings? Just came to mind because 579 is close to the default frame MTU of 576.

That means the upload packets have a payload of about 1463 Bytes per
packet; where as the download has a payload of 579 bytes per packet.  I
guess it would make sense, since MS will cram the heck out of a packet on
attachments, but I am more thinking that not all 480,000 bytes are making
it out through the radio....
