is down inside the zone & hence /pkgin up/ fail

has been attached (smartos-snap-gz). Output of /dladm show-phys/,
/dladm show-link/ inside the zone also has been attached
(smartos-snap-nongz). What configuration did I miss? Any help is much
appreciated.
Does "nictagadm list" in the global zone show the admin nictag?
