I heard back from SuperMicro about this. They say that this BIOS option is basically a workaround for Windows 7 and shouldn't be enabled by default. There only real comment was that systems that aren't Windows 7 shouldn't enable it and it doesn't seem like there's a great way for us to discover this at run time unfortunately.
