Yes, unfortunately I do need NetBIOS lookup. I'm setting up these opensolaris boxes in non-domain environments with no local DNS servers in many cases.
Also, I wanted to mention that in fact this problem is intermittent for me as well. I also had a problem at one point with nmblookup not working either, however it seems to be more reliable than smbutil. As you mentioned, it is intermittent and sometimes I am able to get a response to "smbutil view //ceo" and sometimes I'm not. When not able to connect to "ceo", I'm able to do NetBIOS lookups on some computers and not on others. After a fresh reboot, the first several connection attempts seem to work.
