We could issue a simply-worded piece of guidance to the effect that
grandfathered Groups are expected to nominate a Facilitator, and the
OGB will generally defer to their choices.  I'll raise it on
ogb-discuss and try to get it approved at the next meeting.  But yes,
we're trying to leave people alone to work as they choose.

That's my hope as well.  Stuff like this should take the minimal
possible time and then everyone can get back to writing code.
Including the OGB members.
