I guess Jim is correct in saying that we have not defined
milestone/network precisely.  From reading what Jan wrote,
I guess it is a state when the system has outside IP network
connectivity.  This does not necessarily mean that all the
available IP interfaces are up and running.  It only requires
one.  If this is not the intention, please clarify.  This
milestone should be defined precisely in the third draft.
