milestone/network will be enabled fairly early by NWAM, actually once NWAM configure IP on any interface, milestone/network will be enabled and be online. Would this be a good reason to ask IP tunneling depend on milestone/netowrk? The reason I ask is because we won't have some service to represent "non-IP-tunnel" IP interface. -Jan
