Or it just means that it's high time we torched that bit of ndd
bogosity.

Note that we don't have a global IFF_ROUTER flag, so that one is ok.

The big problem, I think, is with representing the per-interface
IFF_ROUTER state within SMF.  We have no way of doing this currently.
And given that interfaces aren't factored out in SMF, I don't think
it'd be wise to do so.
