Hi Russell Sounds like your com.apple.dock.plist file is corrupt or is read only. Icons at the far right of the dock that only appear when the application is running are temporary icons that aren't fixed in the dock. It sounds like Safari's unable to fix itself into the dock and so appears at the end of the list. Is it just Safari that does this?
Have a look at Macintosh HD > Users > your home folder > Library > Preferences > com.apple.dock.plist > File menu > Get Info > Ownership & Permissions > is it read/write for your user? You could try moving it to the trash, log out and then log back in again. You'll need to reconstruct your dock as it was before but at least you'll be able to move icons around properly.
