Yes, so testing the iPad with a different microSIM could help focus the problem 
to either iPad or SIM and you should be able to do that via your mobile network 
provider. I've looked at the iPad forum and in my quick scan I haven't seen 
anyone change the SIM to verify if it is the problem. The number of people with 
your apparent problem is very small and some of the forum posts aren't clear as 
to what they've tried.
