He'd also require access to a computer for initial setup and any iOS upgrade.
If he particularly wants an iPad over a MacBook Air he should maybe consider combining it with a Mac Mini which could be connected to his telly at home (or if he travels for long periods to a hotel tv). These two items would reach about the same price point as an Air but I wouldn't be comfortable recommending any solution that didn't have backup and recovery included.
