I spent time the other week looking into this. Answer is: Apple doesn't allow WiFi hotspot option on the 3GS (your and my handset) only on the iPhone 4.
There are jailbreaking work-arounds but I'm not going there. Before I got my iPad 2 with 3G integrated I was looking at a MiFi on 3 or a T-mobile Wireless Pointer to provide a 3G on the move - both look good.
