You shouldn’t need Java to run Time Machine, it’s built into the OS so should 
run natively. Apple stopped installing Java 6 automatically and have washed 
their hands of version 7, which you can install from here : 
http://www.java.com/en/download/index.jsp

I’d uninstall any Western Digital software you’ve got installed, they’ve not 
done well with the Mavericks update
