I suspect most of the banks and gov infrastructure runs on windows / IIS
and therefore isn't effected.

I also suspect that sites like ebay who say they aren't running an effected
version of openssl are running a horrendously out of date version of
openssl that pre-dates the bug.

I ALSO also suspect that banks will tell you everything is fine no matter
what the real situation is.
