If the advice didn't say why then I'd be inclined to discount it. If you have a 4s or 5 I'd research articles about experiences with iOS 9. 5s or newer I'd just do it.
My 5s and iPad are both working well with iOS 9. Some US scuttlebut about iCloud Backup not working but it is for both my devices and my wife's. Expect it was slow iCloud servers coping with the temporary bulge in load.
