Have you done a quiet line test to see if the telephone line is noisy - 
just Google it.  If you have a noisy line complain to the line provider, 
they are obliged to give you a noise free line. 
Then use one of the reputable speed test web sites to check out the speeds. 
ThinkBroadband web site has a useful one.  I had some trouble with the 
BTWholesale test site in the last few days, it giving results that are 
disastrously slow.  Even if you are normally using Wifi at home move the 
computers so that you can use ethernet cable to connect the computers to 
the router for the speed test. 
Once back on the Wifi do a Lanscan and or WiFI Explorer to see what 
channels the surrounding Wifi networks are on and set the router such that 
you use a channel remote from the congested channels.
