In my experience you can delete the migrated iPhoto library because all the photos have been imported into the new Photos library, they just haven’t been duplicated because each image is referenced twice. Deleting one of the references for the image (the migrated iPhoto library) leaves the file in the new Photos library. They’re both on the backup drive aren’t they?
