Can I clarify what you mean by 'tether '? I took it to mean that you were using it to access mobile data, but do you just mean to provoke the 'trust this computer?' dialogue?
iMazing (which has a demo, I think) might help provoke the system into talking to the phone; It always asks me to unlock/trust the computer. My guess is that something got stalled.
