The publisher is the developer that owns and controls the snap name. The developer is the author of a particular snap revision.
So the publisher is necessarily a developer, but the developer is not necessarily a publisher. For that reason inside snappy we'll often care more about the developer than the publisher. An exception to that is assertions.. at some point we'll need to validate that the publisher authorized the developer to use the given snap name.
