Sounds like someone wants a club level achievement program. This often done in power clubs where you would give levels based on the stunts you can do.
I have no problem with doing that. Just don't expect a international organization to recognize or administer it. AMA does't even do that. Many clubs have record programs. We even give a trophy for arborial landings. Not doing LSF program does limit skill advancement unless you are in a hotbed area of activity.
