Yup, so now you understand the situation :(
There are two conflicting sections in the FCC rules. One says
swapping user serviceable parts is okay, and the other says
specifically that swapping transmitter crystals isn't allowed.
Last I heard, the head of the AMA technical committee had ruled
to err on the side of caution, the AMA is taking the stand that
swapping crystals isn't allowed.
I suggest you contact either your district AMA representative
or AMA headquarters directly and get an official response from
them.
