Tom,
If you just put in new brushes, they will have to seat in before you get full power/contact with the commutator. And did you clean up the commutator, scrap between the copper plates?

Thanks for the input. I'm still trying to get my winch set up properly. I put the needle bearing in, but something else must have gotten misaligned, as it was actually worse. I reset all the brushes, and will try again this weekend. It spins up fairly well with no load (and no line on the drum). I may have to replace the solenoids, as well. I think I may be getting too much contact resistance.

Anyway, once I have something definite to say, it will be up on RCSE.
