Dave, your points are excellent.  My respect for the IEEE just went up by 10
dB.  That said, I assure you that I have dug up and read each of these
papers and none appeared to be spoofs.  To me at least, the CPIP of IETF:
RFC1149 (Carrier Pigeon Internet Protocol: A Standard for the Transmission
of IP Datagrams on Avian Carriers) is one thing, but [An Engineering
Perspective on Physic Phenomena] is something else altogther.

Note that all of your references are more than 15 years old, and most are
nearly 30 years old. Also note that publication of a research paper does not
constitute an official endorsement of the findings in that paper. (And note
that even the IETF RFC series includes some spoofs.)

The entire wireless industry depends on the volunteer efforts of IEEE
standardization committees. We are better off with IEEE standards than with
any government sponsored standardization effort.
