There sort of is one, but I think you'd be happier with a LiveCD. The
GNU/Linux emulator is called Cygwin, but it emulates a very basic
system, without GUI. It's hard to get it to do anything interesting
(compared to a standard Linux system). You can get an additional pacakge
to get an X server running with it, but you still shouldn't expect to
run Gnome or KDE on it:

Is there anything you want to do that couldn't be accomplished with a
LiveCD? I really recommend LiveCDs. I especially recommend the following:
* Ubuntu LiveCD (free)
* Mepis LiveCD (free)
* Linspire LiveCD ($$$$)
* MandriveMove ($$$$)
Why do I recommend these? Because these distros have both a LiveCD and
an install version. So, if you like the LiveCD, you can install the
exact same distro on your computer. Some people might recommend trying
out Knoppix (a liveCD-only distro) and if you like it install Fedora (a
non-liveCD distro). But the problem with that is that Knoppix and Fedora
look different.
