Is Cygwin really an emulator?
Yes. It is a POSIX emulator, which effectively makes it a "Unix"
emulator.
I think what he's asking about is something like VitrualPC on Mac,
where your desktop changes (or it can be in a window) and you're
actually running Windows on top of your Mac OS X. Cygwin doesn't
change your desktop. You don't experience anything close to Linux,
you just can run some (very few) Linux programs.
True. You're right that Cygwin is not like VirtualPC. It bears more
resemblance to Wine than to VirtualPC.

Cool. I'll take it to my brother's computer and try it.
Cheers,
Daniel.
Daniel, those links should work with any computer, even Unix. As long
as you have Java. Well, the first one needs some kind of download, but
the Workspot doesn't. You just need a web browser and java, and you are
good to go.
