I'm not entirely sure what setup you have, but in short, the default
options that pxeboot is compiled with for FreeBSD don't work with the
Soekris box.

You can recompile pxeboot yourself, or download the one I've already
compiled.

That is if you're using FreeBSD 6.2-RELEASE.
If you're using some offshoot of FreeBSD, you'll have to adapt the
information according to your particular variant.
This looks like it could be the issue. Thanks.
I'm not sure if pfsense is a clone, subset, or off-shoot of FreeBSD. It'll
bear a little investigation on my part.
