I'd recommend a minimal Debian installation, which you can probably
squeeze into a 128 MB CF card. If you exit out of the installer
section where it asks what kind of install you want, you can keep the
install pretty lean. Then, you can remove any cruft packages that you
really don't want and install bind9. You should be left with no open
ports other than 53.

You can do a net install into a chroot, tar up the contents and later
stamp out as many copies as you need.
