You could try OpenWrt.  Using its Image Builder you have complete control
over what goes in there.  You will need to use the Kamikaze version, not
White Russian, but that checks out of svn quite easily and I think there
may even be snapshots somewhere that would ready for use with the Image
Builder.  It is built around 2.6.19 (currently), uclib, busybox etc, and
will fit in boxes with as little as 4MB of Flash.
