My 5501 had the problem. Measuring with a scope did show the oscillator
didn't run and the clock was apperently fed by noise.

I fiddled a bit adding capacity by putting my finger on the capacitor
and the oscillator did start and the clock has been fine since.
So, if you're in a hurry, as a workaround, try it!

[If people wonder about my "oscillator didn't start" thing,
I measured it on a 150 MHz scope with 250 MHz 1:10 probes,
which should be plenty to watch a 32 kHz circuit, even if it
runs 10x fast..]
