Some more details and a sort of work around. I can boot after a
cold boot by doing the following steps on this box

Power up the unit.
Wait for the Ctrl-P
sit at the > prompt for 60 seconds, and then it will work... At least
I was able to do this 5 out of 5 times. So, taking this datapoint in
mind, I found another, unattended workaround.

I changed the boot order so that PXE is done first, cranked up the
boot delay to 15 seconds and again it worked 5 out of 5
times. Obviously this wont work if you dont want a PXE bootup, but
its better than no boot up. Hopefully there is a better fix via BIOS upgrade ?

1 Seconds to automatic boot. Press Ctrl-P for entering Monitor.
