It may not answer your concerns, but since I did a mistake few weeks ago
with my Soekris board using an adjustable power-supply, I did connect it
providing not enough power and it didn't damage the board. I even inverted
polarity by mistake at low input voltage without damaging the board.
However, I was proving something around only 1V input.

My experience shouldn't be consider an official answer, just something to
share. For a real answer, you should ask Soekris directly.
