In case anybody else runs into this issue:

The above was observed with the disk being "internally" powered by the 
net5501, and the net5501 being powered by an external 12V 1.5A power supply.

When powering the net5501 with a 12V 3A power supply (drive still 
"internally powered"), the drive is still not recognized after power-on.
However, after a subsequent "reset" button press or BIOS reboot command, 
the drive is recognized and it is possible to boot from it.
This behavior seems consistent, and the drive seems to work - I did two 
kernel compilations with no problem.
