it is a the same pinout as a pc so if you got nothing on  the console with a 
rollover cable then you may well have a bad port... the console speed defaults 
to 19200k lots of sensible people set them to 9600...

swapping power supplies is a worthwhile  test but since you have a multimelter 
you've probably tested the ps already.
