Not with the meter, for two reasons: (1) I can't easily put the meter
on it except under no load, which isn't a very useful test, and (2) I
figured if it worked enough to get link on the Ethernets and get the
behaviour I described out of the front-panel lights, it should at least
drive voltage on the transmit pin of the serial port.

Of course, I don't know the circuitry backing the serial port.  But
most serial ports in my (admittedly limited) experience always drive
voltages on their transmit lines whenever they're powered up.

I'll see how much work it would be to get to the points on/near the
power connector that will let me measure the voltage under load.
