There should not be any standard, an SDR should allow both because
the SDR should allow for converters/transverters that invert the
frequency scale. One should be able to set the passband direction 
in software depending on whether an even or an odd number of
such converter happens to be inserted between the antenna and
the I/Q demodulator.

(In Linrad with WSE units, this is automatic.)
