I have a workaround that works for me. Did some internet searching 
on the missing file error messages seen, when trying to run Elektor 
with Winrad. I am not a programmer, so with a bit of experimentation 
came up with what appears to be a solution.

I am using winXPpro OS and was missing C++ files vcl60.bpl and 
rtl60.bpl. I downloaded these and copied them to my windows system 
directory. (example - c:\windows\system)

Am now able to control the Elektor SDR 5/07 with Winrad, though I 
believe the Elektor add-on program may need some fine tuning, as 
I've found it to be a bit off frequency(on 80m about 400Hz low).
Of course the problem may be a result of the workaround.

The zipped files were added to the files section and are labelled
Elektor vcl60.zip and rtl60.zip.
