 If the hardware produces I and Q signals balanced in amplitude and at
90 degrees from each other, you should see no image whatsoever on the
entire band.

I would check carefully the hardware. Either one of the two I/Q
signals is missing, or has a different amplitude, or the phase is far
from being 90 degrees. Remember that the adjustments (manual or
automatic) present in the various programs are meant to correct just
very small imbalances. Their adjustment range is purposely limited,
just to tweak small imprecision in the hardware.
