Dealing with definitions, this is a mistake. A small signal amplifier 
has to deal with signals much smaller
than the base cutin or gate cuttof voltages (signals applied to the base 
of a bipolar transistor of less than 26 millivolts),
and the only way you can achieve that is using bias, which effectively 
makes the amplifier work as class A.

By definition, a Class C amplifier conducts less than 180 degrees, and 
is used only in large signal conditions
