well the QS1R and SDRMAX2 is a receiver.. so most people have not seen 
the need to make it into a  receiver converter/control type situation..

unless you already had  the QS1R, I sure hope u didnt buy it for this 
application
   a much easier/cheaper way would have been to use a 25$ softrock with 
a <100$ sound card and use powerSDR/IF Stage. Might also have to use 
icom ci-v through Hamradio Deluxe to control the icom as i don't think 
powerSDR/IF has code to control icom hardware.

Have you just forgot about the fancy readout and, tried setting the sq1r 
right to 10.7 and tune the icom to 1427 to see of that works.. if that 
does not work you have bigger problems. When you rock the tuning  the 
9000 you should see stuff move on the sdr display..
