You need your software to read 1416.3MHz above what it is actually tuned.
That is assuming the Icom 9000 is tunes to exactly 1427MHz.
The supplier should be able to tell you how to do this.
If it is not possible he should be able to have the software adjusted so it
does. It would seem to be in his interest to do this.

Failing that you will have to do some maths. The receiver will be
permanently tuned to 10.7MHz so if a signal appears at 10.710MHz it will be
10KHz higer than the Icom display, obviously 10 KHz lower would be
10.690MHz.

I do not suppose there is any way to connect the software to the Icom. This 
is a relatively specialised task that would need a computer interface with 
the radio.

This is a group that basically deals with a software version that probably
will not work with your receiver. If it did the writer would at least
consider modifying the software free of charge to suit your requirements. I
do not understand why the QS1R supplier will not help you.
