If I unplug the Generate Strand Trails from State 0, then the cones render.
Or if I disable Loft Shape Along Strand in that Generate Strand Trails, then the cones render.

I notice that you are using the emitted point cloud as an emitter (in the ICE tree on that same point cloud). I wonder if that is problematic...the ICE toolbar won't let you create a basic emission on a point cloud.
