If I unplug the Generate Strand Trails from State 0, then the cones render.
Or if I disable Loft Shape Along Strand in that Generate Strand Trails,
then the cones render.
I notice that you are using the emitted point cloud as an emitter (in
the ICE tree on that same point cloud). I wonder if that is
problematic...the ICE toolbar won't let you create a basic emission on a
point cloud.
Sorry, I don't have more time to dig into it right now.

Here's a simplified scene, if you have time to take a look. The
problem is with the red cone particles (third emit node in the ICE
tree). If you try to change their shape to spheres, for example,
they'll start rendering correctly.

For me, it's hard to say without seeing a scene or compound that
reproduces the problem. Maybe it is scene-specific and something
is just out of whack.

Mental Ray.
Thanks but this not the problem here, some of the default basic
shapes refuse to render as well...

What renderer?
By the way, instances don't render if the instance master is
hidden normally. (You can hide it in a special way with an
override and that's ok, but if it's hidden the usual way it
won't let the instances render.)

Any reason why certain particle shapes would not be
rendering in a specific ICE tree? Disc, Sphere, Rectangle
are rendering, Box, Cylinder, Cone and instances are not.
They all display fine in the viewport.
