I think I have a copy of Neural Net here if you need it.

I'm not exactly following what you're trying to do, though.  With the
neural net-type effect, you can emit them from geometry that's got
deformers on it and it'll follow along with the deformers, so you can make
them move however you'd want.

Have you checked out LKLightning 2?  I believe it can do the same effect &
a lot more.
