A handful, though they can be collapsed.
You can create a panel, dump an outliner in it, then show that window.
Looks something like this:

window;
frameLayout -labelVisible false;
string $panel = `outlinerPanel`;
string $outliner = `outlinerPanel -query -outlinerEditor $panel`;
outlinerEditor -edit
$outliner;
showWindow;
