Lee, Just get a Softrock v8.3 with the Si570. When you have got this going you can start thinking about the next step. The 8.3 gives you 16 centre frequencies, will work from 160m to 10m. Maybe I looked at the bandpass charts wrongly, I think the gap is 2.2-3MHz. Tom has software that will give 40 frequencies. programming the PIC to your own specs is not difficult. I expect other versions of the PIC will become available. Many more solutions are, and will be, available.
